Energy committee recommends creation of
natural gas task force in Madison County

(Wampsville, NY – Aug. 18, 2010) On Monday, the Madison County adhoc energy committee, on the motion of John Salka, Supervisor of the Town of Brookfield, and seconded by Dr. Raymond Cross, president of Morrisville State College, recommended the creation of a Task Force on Natural Gas in Madison County to study all aspects and make recommendations to the appropriate county standing committees on actions to be taken and policies to consider. While the proposal was initially opposed by the committee chair, Russ Cary of Fenner, he eventually agreed to support it when it had the unanimous support of all the other committee members present.
Voting in favor of the proposal included John Salka, Dr. Cross, Supervisor Bob Kuiper of Hamilton, Supervisor Priscilla Suits of Eaton, Jim Zecca of the county landfill, and Cary. Absent were committee members Darrin Ball, Supervisor of Lincoln and Dan Degear, Supervisor of DeRuyter.
Becca Jablonski, county Ag Development Coordinator, was also not present.
Those speaking out in favor of the creation of a task force included Supervisor Jim Goldstein of the Town of Lebanon, Town of Hamilton council members Carolyn Todd and Peter Darby, Salka and Cross, and other residents gathered from the Town of Lebanon and Hamilton who were present offered their support.
Goldstein made the argument that he had requested that Board Chairman John Becker create a natural gas advisory committee two years ago similar to the one currently meeting in neighboring Chenango County and other counties in the region, but that Becker had instead created an Energy Committee which had not devoted significant attention to the issue and had other projects as well it was exploring including microhydro, biofuel development, development of a county power utility and an inventory of all energy potential in the county. Goldstein observed that the need for county involvement of various committees on issues ranging from leasing to seismic testing to road impacts to water quality issues to farmland preservation to drilling impacts and waste management required a comprehensive integrated approach and that a natural gas advisory committee with all the appropriate stakeholder was what he had been advocating for two years that need prioritization. Salka agreed, noting that Madison County was trailing behind other counties in this area. Both agreed that the county needed to be more pro-active regarding natural gas drilling issues.
Bradd Vickers of the Chenango County Farm Bureau and its model gas leasing program was present to offer his perspective on aspects of the issue and to also encourage the use of more biodiesel development, particularly advocating that the natural gas industry use it in their drilling rigs to support the local economy of biodiesel development while also protecting the environment should there be a spill.
The committee has met infrequently over the last year but met Monday to discuss costs of converting its bus fleet to natural gas if fueling stations for local natural gas became available. Norse Energy officials, who have been attending the last three meetings, indicated that they could develop as many as 19 commercial taps in the county but were not a utility, and discussed using the county Industrial Development Agency and industrial park locations as conduits for sales of natural gas to businesses or local colleges.
In addition, county planning officials shared information gathered from an intern provided by Colgate University’s Upstate Institute to show the number of townships in the county where gas wells are leased, which encompasses nearly the entire county including the northern end, the various companies with leases, the number of current wells and plans to try and incorporate this data into a web site so members of the public can access this information readily and easily. Plans discussed included putting well spacing units and proposed well sites on maps on line along with pipeline infrastructure and leased areas. There was also discussion as to how different county committees were dealing with different aspects of this issue and the need to have a task force to do research and make policy recommendations, areas including public health, water quality, farmland preservation, incorporation of the local Soil and Water Conservation District office into any pre-planning of gas well development rather than the current practice of after the fact, increasing interagency coordination and communication/cooperation between state and county agencies and local municipal governments and the natural gas developers, addressing issues of road impacts and economic impacts, positive and negative.
Georgetown was viewed by county planning officials as the next likely place for gas development, along with Brookfield and Hamilton, in Madison County, due to the number of leases signed by a drilling company.
Advocates of a task force like Salka, Goldstein and Cross argued that the need for one group representing all the stakeholders should be formed to address all of the pressing issues and make policy recommendations to the appropriate committees after doing research, consulting the public and including more public discussion and forums prior to recommendations. All agreed that the Energy Committee was not an appropriate vehicle for this type of activity given its other commitments and makeup. While Cary disagreed with this, President Cross of Morrisville College made a strong argument for the creation of a task force rather than another committee to take on this task in a significant way.
The recommendation now goes to Madison County Board Chairman John Becker for his consideration. He will be the one to decide whether or not to formulate the committee and whom to appoint to it.

What is this world going to be like when I grow up?
Things look so good for me right now. I am happy and protected all the time.
I am concerned about what happens later. I hear Mommy and Daddy talking about this oil spill and what it is doing to our environment. They say the "big boys" are so engrossed in power they can not get this problem fixed. Little is being done... I see pictures of our fish, birds and other wildlife covered with oil and dying everyday. Everyday daddy says something about another tax on this and another tax on that.
Are we in real trouble? Why are so many things made in other countries? Why is our government sending so much money to other countries when there are so many in need right here in our own country. What about me and my friends? I drink water, but how much longer before it is contaminated? What about all these huge farms that stick the cows with stuff to make them produce more milk. What effect will that have on me as I grow? These are a few questions I have. Oh, and one more. What ever happened to simply doing what is right. Do we even know what is right anymore?
